Group Principal and CEO

Dr Sam Parrett CBE DL is an experienced CEO and Principal, whose drive and determination to improve education across London and South East England has resulted in the expansion of high-quality pathways and outcomes for learners across mainstream, special, further, higher, adult and apprenticeship education. She was appointed as a National Leader of Further Education in 2020 and coaches new and aspiring CEOs in the sector.

Since being appointed as Principal of Bromley College in 2010, she led a merger with Orpington College, Bexley College and Greenwich Community College to form London South East Colleges in 2016. Sam also established London South East Academies Trust in 2013 – a growing MAT across primary, secondary, Alternative Provision and Special in South London, Kent, Sussex and Surrey.

David is an experienced senior executive and finance professional, having previously been Chief Executive and Finance Director at The Hyde Group, a large South East London-based housing association, and Chief Operating Officer at Leonard Cheshire Disability, a major provider of services to disabled people. He is now semi-retired and operates a small portfolio of non-executive director appointments. He also undertakes project work as a Consultant Director in the Affordable Housing Consultancy Team at Savills, where he specialises in the strategic business development and corporate financial management of housing associations.

David has a degree in Mathematics and Education from the University of Kent, is a Fellow of the Chartered Institute of Management Accountants, and a Corporate Member of the Chartered Institute of Housing. He was previously the Chair of London Skills for Growth and led the charity through the merger with London South East Colleges in 2017. He was appointed to the Chair of the London South East Colleges Corporation in January 2022.

Bromley Football Club - Education Director

Mark Hammond is the Chief Executive Officer of Bromley Football Club and is recognised for a leadership career that spans professional football, education, academy development, and senior executive management. Mark began as a professional player, competing across three leagues and winning three league titles and two cup competitions; these experiences informed his long-term focus on discipline, resilience, and team culture.

Alongside football, Mark built a strong career in teaching and educational leadership, where he became known for high standards, consistency, and student development. In education settings, Mark contributed to successful inspection outcomes and supported governance processes, strengthening safeguarding, curriculum planning, operational performance, and accountability.

Mark later combined both disciplines through coaching and player-development roles, applying a structured, pedagogical approach to talent programmes that prioritised character, education, and holistic wellbeing as well as performance. Many players supported through Mark's programmes progressed into professional football or into successful academic and personal pathways.

At Bromley FC, Mark has led across football operations, recruitment, and long-term strategy, bringing alignment and clear development pathways between the Academy and First Team. As CEO, Mark has overseen a period of significant progress both on and off the pitch, including sustainable and data-informed football operations, commercial growth, and enhanced supporter engagement. Mark has also helped lead major infrastructure development, including the club's new stand project to modernise the matchday experience at Hayes Lane.

Mark's leadership philosophy centres on integrity, accountability, and the development of people, reflecting his belief that education and football share core principles of aspiration and opportunity.

LSEC Governor - Members Trust and LASER

Angela Hands has dedicated more than 20 years to supporting education through governance and public service. She was a Director at the National Audit Office, where she was responsible for preparing reports to Parliament on a wide range of issues, including local government and education. During her career, she also held senior leadership roles in the NHS, serving as both a director and chief executive.

Angela joined the governing body of Orpington College in 2005 and served as Chair for three years until 2011, when the College merged with Bromley College. She then became the first Chair of the merged Bromley College of Further and Higher Education, serving from 1 August 2011 to July 2013.

Having lived in Orpington for many years, Angela has always cared deeply about her local community and the opportunities available to young people. Her interest in education grew further when her work at the National Audit Office led her to develop a specialism in the sector. She was particularly inspired by the college’s commitment to supporting students who had not thrived in a traditional school setting, helping them to grow, succeed and realise their potential.

Angela’s long-standing commitment to governance has been driven by a strong sense of purpose: to make a meaningful difference to students’ lives and to support education across the communities she knows and values.

Group Deputy CEO

John joined the College in 2013 as Vice Principal of Finance and Resources before progressing to the role of Group Chief Financial Officer and, subsequently, Deputy Group CEO.

John is a Fellow of the Association of Chartered Certified Accountants and started his accountancy career in manufacturing before spending ten years working in forensics. He moved into senior finance roles within the education sector in 2007 and has also spent five years working as a part-time lecturer in a Further Education College. Having helped set up London South East Academies Trust in 2013, he has worked tirelessly to enable and support its growth and success, with the Trust now consisting of 9 Schools across Bromley, Bexley, Surrey, and Lambeth.

In 2022, John was appointed by the FE Commissioner as one of two National Leaders of Further Education — Finance Specialist. Through this appointment, John works with the FE Commissioner Team to support a range of further education providers nationally.

In addition to being responsible for all matters relating to financial strategy, financial performance and risk management, John also oversees a range of business support services together with capital projects and the Estates, IT and Sustainability Strategies for the College and Academy Trust.

RBG Councillor and Former Mayor

Denise Hyland FRSA was a Councillor at the Royal Borough of Greenwich from 2006 to 2026 and the first ever woman Leader of the Borough (2014–18). Denise served in the Cabinet from 2007 to 2026 with portfolios covering Economy, Employment, Enterprise Skills, Smart Cities, Transport, Planning and Regeneration. She represented Shooters Hill and then Abbey Wood, and served a year as Deputy Mayor before becoming Mayor (2020–22).

Denise has lived in the borough all her adult life and has a background in education, having worked as a youth worker, community education manager, and teacher/manager in Greenwich for over 30 years. As a Head of Department in Adult Education she developed part-time modular Access Programmes with the FE College and the University of Greenwich to attract local adult returners. Her experience includes English and Drama teaching, management, examining, and also Gifted and Talented Co-ordination.

After finishing teaching full-time, Denise set up an education consultancy working across London and Essex, producing curriculum materials and career guides for use in schools. She has experience as an Achievement Mentor in secondary schools in Southwark and Lambeth, and has worked as an English specialist guiding departments to improve examination results and build capacity.

Denise has been a BAFTA judge and was filmed for Channel 4 teaching Shakespeare to inner city students. She has co-produced exemplar projects for the Creative and Media Diploma and worked on a Performing Arts Apprenticeship scheme with a range of high-profile arts venues including English National Ballet, English National Opera, Royal Albert Hall, and Hackney Empire. Denise has been President of the Greenwich World Heritage Site since 2014.
